2	PUBLIC FORUM To resolve to adjourn the meeting for up to 15 minutes to take questions through the Chairman from members of the public.
3	MINUTES To consider minutes of meetings dated 5 October 2010 (already circulated) and approve for signature.
4	MATTERS ARISING AND CLERK’S PROGRESS REPORT To note progress on action points from previous minutes (information items only)
5	NEW REGULAR AGENDA ITEM To resolve to add a regular agenda item as follows: ‘Matters of Urgency - any other business of which not less than 24 hours prior notice, preferably in writing, has been given to the Town Clerk and the Chairman decides is urgent’.

7	BURIAL GROUND To consider and decide the next steps (after purchase completed) regarding the management and maintenance arrangements for the area. To receive a recommendation from F&GP Committee (5/10/10) that ‘The land be donated to the Parochial Church Council (PCC) for consecration and used as an extension to the church yard and should be maintained by the PCC.’
8	DECEMBER COUNCIL MEETINGS To receive the recommendation from F&GP Committee (5.10.10) that the December meetings be held one week early; full council to be held on Tuesday 14^th December 2010, Open Spaces and Planning Committee on Monday 13^th December 2010
9	FUTURE PREMISES FOR EASINGWOLD TOWN COUNCIL To receive replies (if received) to letters sent to the Galtres Centre Management Committee and HDC regarding partnership working and decide the way forward
10	NEWSLETTER To note the next newsletter is due for publication in December ’10; to receive contributions from members
11	HDC NOTIFICATIONS To consider items for inclusion when setting the precept 2011/12 (if received)
12	TREE WORKS To consider options and quotation from Bartletts Tree Experts regarding trees on the Market Green and Larch Rise
13	NYCC SCTS EASINGWOLD MARKET PLACE To consider publishing the stakeholder response to NYCC from Easingwold Town Council in the Easingwold Advertiser
14	MILLFIELDS CAR PARK To receive update from Mr Thornton, HDC, and decide the way forward
15	CRABMILL LANE/STILLINGTON ROAD To consider appropriate action regarding the unsafe carriageway which is heavily congested with parked cars; this road is also on a bus route.
16	DAWNAY (Scouts) To consider the draft lease for Easingwold TC Land at the Dawnay from First Easingwold (Forest of Galtres) Scout Group (if received)
17	GALTRES SPORTS CENTRE; PROPOSED LEGAL CHARGE To receive advice sought (if received) from Grays Solicitors and Mr D Goodwin, HDC, and decide the way forward
18	KELLBALK LANE; TREES & FOOTPATH To receive update from Cllr Shepherd re meeting with County Cllr Sowray
19	EMERGENCY REPAIRS AND MINOR ITEMS To note and approve any emergency repairs and/or minor items actioned by the Clerk since the last meeting 19.1

21	FINANCE MATTERS 21.1 To note income from previous month and the Income & Expenditure Report for September 2010 21.2 To approve accounts for payment 21.3 To note £2,500 vired from EMR (9908) to Project; trees (4350) as per minute 10/124 21.4 Financial Regulations Section 5.1, Bank Mandate - receive and approve the recommendation from F&GP Committee (5.10.10) to add the details of S Horsman (new Assistant Clerk) and remove the previous Assistant Clerk from the mandate 21.5 To note the VAT return has been submitted to HMRC for the period 1/4/10 - 30/9/10, totalling £2,485
22	TOWN REPAIRS AND MAINTENANCE To notify Clerk of requirements and actions to be taken
23	URGENT ITEMS AND ITEMS FOR THE NEXT AGENDA To consider items which need urgent repair/replacement under delegated powers and other less urgent items for inclusion on the agenda for the next meeting
24	PLANNING MATTERS 24.1To note responses already returned under delegated powers and consider Town Council response to planning applications received (see list attached) This item will be taken at 8.00pm. 24.2 To note decisions on planning applications considered by Hambleton District Council and total of applications for new dwellings approved.
25	To consider exclusion of members of the press and public under the Public Bodies (Admission to Meetings) Act 1960 for item 26, due to the confidential nature of the business
26	STAFFING To receive the report as recommended from F&GP Committee (5.10.10) regarding changes to the Clerk’s working hours and proposed contractual amendment wording
