MINUTES OF MEETING OF EASINGWOLD TOWN COUNCIL HELD AT THE GALTRES CENTRE EASINGWOLD AT 7.30 PM ON TUESDAY 18 SEPTEMBER 2007

07/116 APOLOGIES

            None – All members present

 

Councillors Ellis and Shepherd declared that, as members of Hambleton District Council, they would reconsider any matters at the district level taking into account all relevant evidence and representations at the district tier.

 

 

07/117 It was AGREED to adjourn the meeting for up to 15 minutes to take questions through the Chairman from members of the public.

 

            PUBLIC OPEN SESSION:

 

            Simon Gibson, Hambleton Group Manager, NY Fire & Rescue Service advised that their Risk Management Plan had 2 proposals affecting York area. Easingwold Fire Station is part of the fundamental review of the retained fire fighter system.

            He advised that Easingwold Fire Station is under no threat as part of this review.

            A Focus Group will be held at Northallerton Fire Station on 3rd October 2007 at 7pm, to start gathering views, which we are welcome to attend. The consultation period ends 18/10/07 and the full review will take place FY 08/09.

 

            Mr Frank Johnston-Banks voiced concern at the road safety on Stillington Road, in particular 30 mph repeater signal and matrix signs. As Simon Gibson is also responsible for these issues he advised that these issues were known to him and if it was within safety regulations action would be taken.

 

            Mr Frank Johnston-Banks requested permission for use of Millfields for a scouts orienteering event and also requested a copy of the lease for the Dawnay scout facility. He was advised to write to the Town Clerk with these requests for formal consideration.

120.1   Police Surgery

IT WAS AGREED to grant permission from Police to park the police bus on the cobbles on Friday 19th October 2007

 

120.2   Royal British Legion

            Invitation to attend NY Annual County Conference at Hawkhills on Saturday 8/12/07 at 11am was offered to all Councillors for one person to represent            Council. Nominee to advise Town Clerk

 

120.3   Reserve Forces & Cadets Association

            IT WAS AGREED that Councillor John Tanner-Smith would attend the presentation in the Galtres Centre on Thursday 4/10/07 at 7.30pm.

 

120.4   Association Management Quarterly

            IT WAS AGREED that new Town Clerk to review subscription for 2007/8 and decide if relevant

 

 

 

120.5   Watsons Amusements

            IT WAS AGREED to grant permission for use of the Market Place for the Annual Fair on Tuesday 23rd October 2007 to Tuesday 30th October 2007 at the same           charge as last year and with the same time constraints (evening closure time)

 

120.6   British Red Cross

            IT WAS AGREED that the invitation to attend the Annual Forum & Awards Ceremony on 24/10/07 should be declined due to lack of availability

07/121 MARKET PLACE

            Blacksmiths Cottage – considered the re-turfing and reconstruction of the grass verge and agreed necessary action in confidential session.

 

07/122 CLOSURE OF POST OFFICES

            Noted advice from NYCC of consultation starting October 2007.

 

07/123 EASINGWOLD BUSINESS PARK

IT WAS AGREED after considering the letter from Easingwold Bathrooms & Interiors, to write to the developer (Hogg Builders) registering our interest in the timely completion of the Business Park , including the infrastructure, and concern at the current state of the site. We will also request a timetable for completion.

 

07/124 REPORTS FROM MEMBERS OF OUTSIDE BODIES  (for information only)    

            07/124.1 Councillors B Taylor and N Madden attended the Easingwold and Villages Forum on 12/9/07 where the main discussion was around S106 planning obligation grants.

 

            07/124.2 The Chairman advised that he and the Town Clerk would be attending the HDC/Parish Liaison Meeting on Monday 24/9/07 at 7pm Civic Centre, Northallerton    

                       

07/125 EMERGENCY REPAIRS AND MINOR ITEMS

It was noted that there were a couple of minor amounts for dealing with graffiti and broken glass in the slip approaching Easingwold School and the slip next to the Nationwide Building Society. The graffiti must be photographed first and passed to the Police before removal.

 

07/126 COMMITTEE REPORT

            126.1   Open Spaces

            Councillor Readman gave a brief summary from the meeting held 17/9/07:

Ø      Flooding at Millfields – awaiting quotes from contractors

Ø      Fencing quotes – received and approved

Ø      Trees – maintenance will be ongoing for next two months

                        Full minutes will be circulated from the Open Spaces Committee Meeting.

           

            126.2   Traffic Management Scheme (Market Place)

            County Councillor Sowray advised there had been minor amendments to the plan. An exhibition of the plans would be taking place shortly at the Galtres Centre during the consultation period. It was agreed that a copy of the plans would be forwarded to Easingwold Town Council as soon as they were available.

                       

07/127 FINANCE MATTERS

 

127.1Income for previous month and bank reconciliation for End August were not available due to the departure of the last Town Clerk and the post only recently being filled.

127.2The resolution for change of bank mandate at September meeting was AGREED to permit the Clerk or Acting Clerk to sign in addition to 2 Councillors.

127.3The change of wording in the Financial Regulations to reflect the wording of the bank mandate (see 127.2 above) was APPROVED

127.4The proposed pilot of BT Workspace was APPROVED. The pilot will include Councillors J Tanner-Smith and B Taylor, Claire Lane & Gill Gribben.

128.1   HDC Exhibition for kerbside recycling scheme, Market Place Friday 12/10/07  

           

            It was AGREED to permit the exhibition trailer (2.5m x 4m) on to the Market Place 9.30 – 13.30 (Butter Cross area will need to have cones arranged).

128.2   New hedge trimmer required for general work

The existing trimmer is broken and beyond economic repair. It was AGREED to add as agenda item for October 2007 meeting

 

128.3      Easingwold Community Primary School note of thanks for donation

The committee meeting was noted and it was NOTED that Councillor B Taylor would attend as Parish Representative.

128.5   Vanessa David Design: concern re fast food outlet and parking outside 110 Long Street

 

            Advised at meeting that no change of use was necessary and therefore did not require council approval. Parking matter already advised upon. Write to Vanessa David and update
