MINUTES OF MEETING OF EASINGWOLD TOWN COUNCIL HELD AT THE GALTRES CENTRE EASINGWOLD AT 7.30 PM ON TUESDAY 20 NOVEMBER 2007

Councillors Ellis and Shepherd declared that, as members of Hambleton District Council, they would reconsider any matters at the district level taking into account all relevant evidence and representations at the district tier.

Watson’s Amusements Fair had visited Easingwold without any trouble reported

07/120.2 Royal British Legion – accepted invitation on behalf of VC plus consort.

07/123 Easingwold Business Park (letter from E’wold Bathrooms & Interiors) – written to developer (Hogg Builders) registering ETC interest in the timely completion of the Business Park, incl. the infrastructure, and concern at the current state of the site. Also request timetable for completion. Await response

07/138l  Responded to letter from Allianz re ongoing possible claim re fall on cobbles in Market Place

07/139.4 & 5 Written to Royal British Legion regarding payment of wreath & donation towards band costs

Recreation Committee Requested advice from Allianz Engineering re unsatisfactory aspects of Memorial Park inspection which were considered satisfactory in their 2006 inspection

 

b. Flooding (Items 98.1; 98.2)

Written to residents of Nineveh Cottages suggesting that they approach Kyle & Ouse Drainage Authority to carry out the work.

Expedited all contractors to try to obtain quotations for Millfields (14/11/07). Aldersons of Worsall visited site with JTS on 16/11/07. Quote obtained; to be discussed under Urgent Items

Spoke to Clive Thornton, Senior Engineer at HDC, who agreed to try to help us with obtaining quotes by giving his support with our shared contractors.

 

c. Yellow lines at Buttercross ((Item 07/96j)

Contacted Highways to progress work. Awaiting response. NYCC advise should be done in November 07

 

d. Purchase of replacement litter bin in Skate Park (Item 07/108.1.2)

Now fitted. HDC are contributing half of costs. Invoice received and to be paid in November

 

e. Annual Preventative Maintenance contract for Skate Park (Item 07/108.1.3)

Still awaiting information from Evolution Skate Parks. See main agenda item

 

f. Funding for Memorial Park refurbishment project (Item 07/108.1.4)

Feedback on rejection of bid received from Dave Goodwin HDC. Further response received from Mr Goodwin 5/11/07. With Cllr Shepherd

156.1 Mr Andrew Butterworth; speeding on York Road

It was AGREED to write to Mr Butterworth advising that the Council has no jurisdiction for such matters, and the matter must be dealt with by the Police. It was also AGREED to copy the complaint and the Council’s response to NYCC Highways

 

 

156.2 Hambleton Stategic Partnership; Funding Fayre

Councillors Shepherd and Ellis AGREED to attend at some point between 2pm and 5pm on 27th November

 

 

156.3 Mr Burge; condition of Little Lane

It was AGREED to write to Mr Burge stating that County Councillor P. Sowray advised that he had discussed the problem with the Highways Dept (Mr Pimperton) and that they were looking at possible funding methods

 

 

156.4 Dr J Cuthbert; retirement of PC Davies

It was AGREED to write to Dr Cuthbert to thank her for her note and kind wishes to PC Davies

 

 

156.5 Mrs Readman; PROW- New Inn Yard, vehicles using as shortcut

It was AGREED to forward letter of concern to NYCC Highways (Mr Nigel Smith) requesting he investigate possible options to ensure the safety of pedestrians

 

 

156.6 Housing 21; Invitation of opening to Springhill Court

Noted. All Councillors attending at some point during the day, with the exception of Councillor J. Tanner-Smith who is on holiday

 

 

156.7 Allianz Insurance; payout on Memorial Park fire at ‘tyre swing’

It was noted that the full value of replacement was not available; maximum claim value is £670. The remaining charred frame had been removed to comply with Health & Safety. The remaining amount is £495 which will be paid out on receipt of invoice. Referred to Recreation Committee to decide next steps

HAMBLETON LDF: ALLOCATIONS FOR EASINGWOLD

It was AGREED to write to HDC on behalf of the Council, by the deadline of 23 November 2007, stating that they are generally content with the allocations. However there are concerns over the lack of infrastructure to cope with the expansion and would like HDC to consider sustainable drainage in relation to surface water drainage

REVIEW OF EASINGWOLD CHRISTMAS LIGHTS

It was AGREED to discontinue discussion about new lights on Long Street due to the implications of new Health & Safety information brought to Councils attention by Cllr Taylor (108.2.2)

BUDGET FOR PRECEPT 2008/09

161.1 Precept requests for all Committee’s to be with Vice Chairman and/or Clerk by 5/12/07 when the next F & GP Committee will be held.  The proposed budget will be circulated to all Councillors prior to the next full Town Council meeting on Tuesday 18th December 2007. So far requests have been received from the following committees:

Recreation = £10,000 + £20,000 for path in Memorial Park

Town Centre = £5334

161.2   Donation requests have been received from the Galtres Centre for funding of new sports hall. The Clerk to review regular donations and compile list for scrutiny at F&GP Committee

It was AGREED the Clerk should continue to pursue Evolution Skate Parks for a quotation and contact Mr D Goodwin of HDC for possible help

REPORTS FROM MEMBERS OF OUTSIDE BODIES (for information only)

164.1 Councillor Revd. J. Harrison advised that there should be sufficient burial capacity for up to six years due to a change in the management of sheep in the churchyard. The forecast outturn for 2007 calendar year is a possible deficit of £300, due to remedial works on leaning headstones. The proposed figure for precept calculations is £1,500 for 2008 for the Council to consider.

164.2 Councillor D. Gallon advised that she had attended to Hambleton’s Citizens Advice Bureau AGM. She reported that their operating deficit had been reduced by cutting staff hours and inevitably services provided. For the future, they are looking at creating a consortium across North Yorkshire.  They are one of the few CAB’s nationally to obtain an 80% approval rating on their annual audit.

 

164.3 Galtres Centre Sports Hall/Arts Centre: Councillor F. Readman advised that tenders are going out by end November 2007

164.4 Sports Council: Councillor S. Shepherd advised that they had met the previous evening and advised that the organisation had run its course and would now become dormant. HDC are launching a new initiative called ‘Sporting Hub’

The draft was considered and amendments were noted. It was AGREED to publish in the Easingwold Advertiser, with additional copies to be available in the library, HDC office, Galtres Centre and newsagent. It will also be put on the website.

Receipt of information for consultation on CD-ROM was noted. Easingwold not directly affected. Councillor S. Shepherd declared a personal prejudicial interest.

Ψ      The future maintenance of the cobbles; cobbles will be cemented in

Ψ      Ann Smith would be retiring from her cheese stall on the Friday Market at the end of December. Debbie Bell will be taking over the existing stall and incorporating her own goods
