It was AGREED that apologies from Cllr John Tanner-Smith should be approved.

Cllrs Ellis and Shepherd declared that, as members of Hambleton District Council, they would reconsider any matters at the district level taking into account all relevant evidence and representations at the district tier.

TCC  Wrote to A Smith accepting her note re retirement

TCC  Wrote to D Bell confirming she can take over A Smiths stall plus her current stall

TCC  Wrote to J Piercy (Farmers Market) to advise him of the change to the electricity supply to enable him to comment. The Farmers Market would need to relocate to the same position as the Friday Market for safe electricity supply

 

b. Flooding (Items 98.1; 98.2)

Written to residents of Nineveh Cottages suggesting that they approach Kyle & Ouse Drainage Authority to carry out the work.

 

c. Yellow lines at Buttercross ((Item 07/96j)

Contacted Highways to progress work. Awaiting response. NYCC advise should be done in November 07. Awaiting response from S Pimperton(14.12.07). County Cllr Sowray AGREED to discuss with Mr N. Smith to expedite, as congestion problems for buses trying to pick-up/drop off passengers was a cause for concern

 

d. Annual Preventative Maintenance contract for Skate Park (Item 07/108.1.3)

Awaiting quotation from Evolution Skate Parks for a 3 month and a 6 month inspection

 

e. Funding for Memorial Park refurbishment project (Item 07/108.1.4)

Feedback on rejection of bid received from Dave Goodwin HDC. Further response received from Mr Goodwin 5/11/07. With Cllr Shepherd. See Agenda Item 8

 

f. Matters Arising

Possibility of applying for BLF ‘Breathing Spaces’ grant aid – maximum £10k, for enhancement of Millfields Wetland

Gray’s have advised deadline of Thursday 20/12/07 has been extended until Monday 7/1/08

FORECAST OUTTURN 2007/08

It was AGREED that the outturn be accepted, as it had previously at F&GP 5/12/07, as follows:

Ø      Receipts 2007/08 of £103,343

Ø      Payments 2007/08 of £79,392

Ø      Reserves 2007/08 of £34,628 (includes additional £1,000 for Millfields Wetland Enhancement)

BUDGET 2008/09

181.1 It was AGREED that the new S106 agreements schedule should span a 25 year period until 2024, as the first sums were recorded in 1999.

 

181.2 It was AGREED that a regular annual amount equal to 1/25 of the S106 fund should be transferred to General Contingencies

 

181.3 It was AGREED that S106 Reserves from expired commitments should be transferred to General Contingencies, totalling £25,204.74 (this includes a 1/25 portion of new S106 monies for the Millfields Car Park extension which totalled £2,500)

 

181.4 The budget for 2008/09 was APPROVED as follows:

Ø      Receipts of £21,531 (excluding precept)

Ø      Payments of £78,861 (excluding Projects)

 

181.5 Reserves for Projects were APPROVED as follows:

Ø      £1,000 for cobbling works to enable Forest of Galtres Society to re-hang the Galtres gates

Ø      £1,000 to upgrade the electricity supply and meter box in Market Place

Ø      £2,000 for Millfields Wetland Enhancement

Ø      £2,000 for tree/survey works

Ø      £700 for Millfields drainage remedial works

Ø      £7,500 for path across Memorial Park

Ø      £4,500 graveyard extension

Ø      £1,000 town council elections

Ø      £5,000 donation to Galtres Centre Sports Hall development

 

181.6 It was AGREED that the precept request to Hambleton District Council should be for £71,000; a 2% increase on the 2007/08 figure

MEMORIAL PARK FUNDRAISING & GRANT APPLICATIONS

182.1 It was AGREED that Cllr Shepherd could arrange, advertise and hold a public meeting to enable the creation of a fundraising committee or working group, to be affiliated to Easingwold Town Council

182.2 It was AGREED that this committee or group could form a constitution and hold its own bank account

EMERGENCY REPAIRS AND MINOR ITEMS

The misc. works contractor had repaired a hole in the Butter Cross with fine soil, as a small metal grate had been removed, causing a hazard

COMMITTEE REPORTS

Cllr F. Readman gave a brief summary from the Open Spaces Committee meeting held at 6.30pm 18/12/07

Ø      Millfields; Orienteering Course – the request from Mr Johnston-Banks regarding an initiative for scouts, cubs and guides, working with the York Orienteering Club, to learn the basics of map reading and using a compass was APPROVED with conditions

Ø      Uppleby; tree works had been completed last week

Ø      Drovers’ Court;  fencing work was complete

Ø      BBC Breathing Places grant for BLF to enhance the wetlands area – it was AGREED the Clerk should complete the application and submit by the deadline of noon 18/1/08. It was AGREED to request project funding from reserves totalling £3,000 up until the end of FY 09/10

 

Cllr B. Taylor advised that he had attended The Royal British Legion North Yorkshire Annual County Conference on behalf of the Chairman on 8/12/07. It had been an enjoyable event with a fascinating presentation by servicemen who had recently returned from active service in Afghanistan
