Large tree at the rear of 29, Stonefield Avenue, Easingwold (OS item 4.5); reply received 23 October recorded in C2N but cannot trace original correspondence &

Drovers Court Open Space (OS item 6); Two quotes have been received and will be dealt with under Finance &

Drovers Court Open Space (OS item 6); The Copy of reply from David Earl circulated.

Benches 10/151.3; A letter has been received offering a bench for Long Street and an advert has been placed for another which has received one response so far &

Poppy Wreath 10/152.1 - The Wreath was purchased and laid as agreed.

Permission had been given to the PCC to put the crib on the green as usual and hold the outdoor service on 11 December.

A final copy is still awaited.

c) Footpath at Springhill Court (08/142 &08/188)

No further information received.

d) Millfields Car Park extension by Housing 21

Mr Thornton is attending and will deal with this issue.

f) Review of Policy on Town Council land for tables outside commercial premises

A meeting has been held and is an agenda item. (ref 12)

g) Prospect Farm Development & Possible Adoption of the Public Open Space (08/159 & 08/185)

A holding response received from David Goodwin on 12 October, nothing more heard.

Arrangements for Christmas market on Monday 21st December have been referred to Town Centre Committee.

 

ACTING CLERK’S NOTE

An e-mail tendering his apologies and constructive comments on this matter was sent by Mr Thornton on the day of the meeting but was not picked up in time for the meeting.  It is reproduced in full at the end of these minutes.

One copy of a detailed plan of the Open Space area was produced at the meeting and Councillor Ellis undertook to ensure that sufficient copies for all Councillors would be made available before the next meeting

LAND AT THE DAWNAY

The Chairman had heard from Gerard Tubb. The Scout’s solicitor was acting on a voluntary basis so would be slow to respond. The national Scout Association wished to be a party to the lease rather than the local scout group, it was AGREED to await a copy of the lease before discussing further.

EASINGWOLD TOWN COUNCIL COMPUTER SYSTEM UPGRADE

After answering questions about this Quote, the acting clerk left the meeting and, in his absence, it was AGREED to accept it and for the work to go ahead after the Clerk returns to work.

MEMORIAL PARK

The results of the young people’s consultation were reported by Councillor Shepherd. Forty children had taken part. A disc of pictures had been created. It was AGREED to remove the existing play equipment, the Clerk to obtain quotations for this. Also, that the design brief be sent to the appropriate suppliers.

NINEVAH COTTAGES REMEDIAL FLOOD WORKS & PROSPECT FARM SURFACE DRAINAGE

HDC Senior Engineer Clive Thornton was unable to attend the meeting. Councillor Madden had received an email from MET Engineering who have been asked to negotiate permissions. The Kyle & Upper Ouse Internal  Drainage Board had agreed to undertake the works at Ninevah Cottages if Town Council would pay for the hardware which would most probably be between £300 and £400. It was AGREED that Town Council would pay for the hardware.

NYCC WINTER SERVICE - SALT BINS & HEAPS

No reports had been received from NYCC. Councillor Sowray would chase up the matter.

EMERGENCY REPAIRS & MINOR ITEMS

178.1 There were pot holes at the top of Crabmill Lane and all around Manor Road to Bonneycroft Lane. Clerk to report to NYCC Highways.

178.2 There had been no notification regarding the gas works on Long Street which had been taking place for the last two weeks. Councillor Sowray stated that the utilities had not given NYCC sufficient notice for them to be able to put up signs.

MEETING WITH TRADERS RE PUBLIC SPACE SEATING

A copy of the minutes had been circulated. It has been a positive meeting attended by The Angel, The Commercial, The York, The George and BBQ.

It was AGREED that a draft annual licence by drawn up by Councillor Gallon with the following clauses:-

  1. Up to four tables per establishment during the summer.
  2. One table per premises during the winter.
  3. Up to two flower tubs all year round per establishment. The position and design of these to be approved by Council.
  4. All tables and tubs to be removed for one day per year.
  5. Summer to run from 1 April to 30 September each year except if Easter was earlier than 1 April in which case it would start at Easter.
  6. An annual charge of £10
  7. The licence to be reviewed annually
  8. Any breach of the licence conditions to result in revocation of the licence.

 

The draft licence when agreed by Council would be circulated to the establishments for their feedback.

COMMITTEE REPORTS

Recreation Committee - minutes had been circulated.

Three inspection reports had been received, the Memorial Park, Millfields Skate Park and Claypenny Park. The Skate Park regarding would cost over £2,000. Further details would be sought.

Town Centre Committee

The Co-op had kindly agreed to allow the use of their electricity supply for the Christmas lights.

Winchmore Studios had kindly agreed to sponsor three flower tubs. NYCC Highways had been contacted for permission.

The two tenders for the triangular bed had been received. These were too high to be considered. Clerk to write to companies to let them know.

The flower displays would be a repeat of last year in light of Clerk’s workload. The cordialis were becoming too big. These need to be removed and planted elsewhere and replaced by smaller ones. Clerk would mention to Andrew Nelson.

Councillor Ellis would arrange for soil samples to be taken from around two trees in the Crescent and also on the Green in order to try and establish why the trees were dying and what treatment was most appropriate for the grass on the Green.
